In the late 1970s and early 1980s Carmel Muscat represented the Mosta Cycling Club in Malta. In 1980 Muscat competed at the Moskva Olympics, riding in the individual road race and the 100 kilometres team time trial, finishing 20th in the latter. After his cycling career he became a bus driver and driving instructor with Malta Public Transport. In July 2025 Muscat was killed in a tragic accident when he was trapped between a bus and a wall, later dying from his injuries in hospital.
