Her first international appearance came at the 1974 World Championships when she finished fifth in a pair. The next year Brown took a silver at the Worlds in the eights. After the 1976 Olympics she continued to compete, winning a silver and a bronze at the FISA World Championships in 1978 and 1979. She made the 1980 Olympic team, again in the eight, rowing for the team that won the Lucerne Regatta over the East German Olympic champions. In 1981, Carol Brown was part of history when she won a gold medal as a member of the U.S. coxed four at the Henley Royal Regatta, the first year that women were allowed to compete in the Henley.
