Kotaro Shimizu was the best Japanese hurdler in the mid-1930s, winning the 110 metre hurdles at the Japan Athletics Championships in 1933 before Tadashi Murakami started his winning streak. Shimizu was selected to run in the 110 metres hurdles at the 1936 Berlin Olympics. He finished last in his heat and was eliminated.
