José Palhares Costa was a Portuguese track and field athlete who specialised in the hurdles and won multiple national titles. Costa won his first national title in the 110 metres hurdles in 1928 before winning a further eight titles during his career (1929–30, 1932–36, 1940). Along with his Portuguese titles in the hurdles he was also part of the quartet that won the 4 x 400 metres title in 1926 and 1929. Between 1928 and 1935 he set seven national records in the 110 metres hurdles and three national records in the 200 metres hurdles. Costa ran in the 110 metres hurdles at the 1928 Amsterdam Olympics but was eliminated in the heats.
