The 1994 Nordic combined cross-country events were held at the Birkerbeineren Ski Stadium, the legendary Nordic ski centre in Lillehammer, located in Lillehammer Olympiapark. The ski jumping was contested at the Lysgårdsbakkene Skistadion which hosted the 1994 ski jumping events, and the Lillehammer Opening and Closing Ceremony. The program was very similar to 1988 and 1992, with an individual and team event, with the team event consisting of three-man teams. But there was one minor change. Regular ski jumping competition usually consists of each jumper taking two jumps, with the total score of both jumps to count, and that had been the format at the Winter Olympics except in 1964, when jumpers received three jumps, the best two to count. But since 1948, that format, best two of three jumps, had always been used in Nordic combined through 1992. But in 1994, the format was changed to two jumps, total score of both to count. This was true in both the individual and team events.
