Honduran sports administrator Julio César Villalta helped the country to host the Central American Games in 1990 and 1997 in Tegucigalpa and San Pedro Sula, respectively. During this time Villalta was the President of the National Olympic Committee of Honduras from 1984 to 2001 before becoming a life President of the organisation. In addition to championing athletics he was a keen promoter of cycling in Honduras.
