Norberto Arceo was 21-years-old when he was selected to represent the Philippines in cycling at the 1964 Tokyo Olympics. Arceo competed in both the individual road race and the 100 kilometres team time trial at the Games. Whilst he did not finish in the former, he finished 29th in the latter.
