Brazilian cyclist Luiz Carlos Flores began his career by winning silver in the amateur road race at the 1968 UCI Road World Championships in Montevideo, Uruguay. In the late 1960s and early 1970s Flores rode in several races in South America, finishing third overall at the Vuelta a Uruguay on two occasions. In 1971 he won silver in the road race at the Pan American Games after losing out on the sprint to the American cyclist John Howard. One year later Flores competed in the road race at the München Olympics but did not finish the course. He later moved Uruguay.
