Born in Northampton to Scottish parents William Parker became an expert shoemaker, an industry for which the town is famous. Parker was also an excellent rugby player and gymnast, and was the first winner of the Dorman Shield in 1897, a coveted trophy presented by the Northampton and County Amateur Athletic Club (NCAAC). After becoming a gymnastics judge, Park officiated in the Dorman Shield for many years. He was also vice-chairman and treasurer of the NCAAC (and president of the football section). He was appointed a member of the international gymnastics jury and was a judge at the 1928 Amsterdam Olympics.
