Shigeo Sugiura attended high school in his home prefecture of Shizuoka before he went to Waseda University. Winning the 200 metre freestyle at the national championships in 1935 earned him a place on the Japanese team for the 1936 Berlin Olympics, where he was a member of the Japanese 4x200 free relay that outclassed the USA team.
