Salinas won his first medal at the championships in 1927 with a bronze in the 400 metres. The following year he ran in the same event at the 1928 Amsterdam Olympics but did not advance from the heats. Despite his poor performance at the Olympics Salinas went on to dominate the event at the South American Championships, winning four consecutive gold medals (1929, 1931, 1933, 1935). He had further success in other races at the championships with gold in the 4 x 400 metres relay (1929, 1931, 1935), the 200 metres (1933, 1935), the 400 metres hurdles (1935), and the 4 x 100 metres relay (1935). In the 200 metres he also won silver (1929) and bronze (1931), along with bronze in the 100 metres (1933) and a final silver in 1935.
Personal Best: 400 – 48.4 (1933).
