Charles Fletcher was an orchestra and band musician in Long Beach, California. He also worked as a music teacher and composer. In the 1931 “Catalog of Copyright Entries”, he is listed as the writer of The Olympic Goodwill Song, which may have been his entry for the 1932 art competition.
