Tom Williams was born in Bridgend, Wales where he spent his early years. After serving during World War II with the The South Wales Borderers in which he reached the rank of 2nd Lieutenant, Williams emigrated to Canada in 1922 and eventually settled in St. Catharines, Ontario. In April 1924, he defeated Joe DeMarchal of Classic Boxing Club in the final for the Ontario provincial heavyweight boxing title. In June, he ran unopposed at the Olympic trials in Toronto and thus earned the right to represent Canada at the upcoming Olympic games. However, due to a lack of travel funds, Williams ultimately did not make the voyage to Paris to compete, despite a last ditch effort by his friends to raise the money needed. He remained in St. Catharines where he later served as a police constable, and died in 1968.
