Biography

The son of a vicar, Charles Foulkes was educated at Warminster Grammar School and Bedford Modern School, before going to the Royal Military Academy, after which he was gazetted into the Royal Engineers. Following the use of gas by the Germans at the second battle of Ypres during World War I, Foulkes was selected to head a new unit to counteract the Germans, and prepare for chemical warfare. In 1917 he was made the director of Gas Services, and was later appointed president of the Chemical Warfare Research Committee. He attained the rank of major general, and between 1937-46 was colonel-commandant of the Royal Engineers.

On the hockey field, Foulkes was in the Scotland team that shared a bronze medal at the 1908 Olympics. A defender, he was also coach to the Scottish team. Shortly before the London Games, he was one of the founder members of the new Army Hockey Association, and served on the first Council.
