Horatio Waters Miller was the eldest son of the Leyton and Leytonstone Fire Brigade chief, Captain Miller. Horatio junior was a member of the brigade, led by his father, that finished second in the International Volunteer Firefighting competition at the 1900 Paris Olympics.
Miller was a one-time estate agent and surveyor, but then followed in his father’s footsteps and became a local inspector of nuisances, and was also a sanitary inspector. During World War I Miller served with the Army Pay Corps as a clerk. He had a younger brother Arthur, who died in 1901 at the age of 22.
