Frank Anger attended Princeton, graduating in 1961 with a degree in mathematics. He then studied in Germany as a Fulbright Scholar and returned to Cornell, where he earned a PhD in mathematics. Anger would later earn a second PhD in computer science from the Florida Institute of Technology. He became a college professor and expert in software engineering, teaching at the Massachusetts Institute of Technology, the University of Kansas, the University of Auckland in New Zealand, and the University of Puerto Rico. In 1995, Anger joined the National Science Foundation in Washington, where he directed the Software Engineering and Languages Program for five years. He served as Deputy Division Director of the Computer-Communications Research Division of NSF’s CISE Directorate.

In fencing, Anger competed for Princeton in intercollegiate competition, but at the time of the 1964 Olympics was in graduate school at Cornell. He competed at both the 1963 and 1967 Pan American Games, winning team and individual épée golds in 1963, and a team gold and individual silver in épée in 1967.
