Dāvids Veiss was trained as a forester and joined the army in 1900. From 1905 to 1917, he was an officer of the Russian Empire. As early as 1914, he fell into German captivity. After World War I and the Latvian fight for independence, he then served in the infantry of Latvian army until 1932, eventually in the rank of lieutenant colonel. He was was awarded the Order of Lāčplēsis, the highest Latvian military award. After his retirement, he was engaged in various social organizations. During the World War II, he fled to Germany, and later to the United States, where he died in 1961.
At the 1912 Olympic Games, competed in military and free rifle events without major success. In 1920, he became head of the first temporary Latvian Olympic Committee. He was also one of the organizers of the Army Sports Club (ASK), acted as a fencing coach and worked as a military educator in schools.
