W. E. Roberts was a well-known referee in the Sussex area where he also held various football administrative positions. He served on several committees of the inaugural Sussex Football Association in 1899, and was, for four years, the secretary of the East Sussex Wanderers FC. Roberts was also president of the Society of Association Referees, and was secretary to the short-lived United League, which ran from 1896 to 1909. He moved to London in 1900 to take up the position as secretary to the Kernsey Gas Company. At the London Olympics he officiated in just one match, as a linesman in the Great Britain versus Netherlands semi-final.
