Biography

From Shimane Prefecture, Tokio Fukuda attended law school at Kansai University. At the 1936 Berlin Olympics he failed to advance to the second round. He never won a national title in his main event, the 400 hurdles. He graduated in 1938 and first ran a brewery before serving as president of the Shimane Prefecture Soy Sauce Industry Cooperative Association. He later became a distinguished collector of classical art and received the Order of the Rising Sun.
