In 1964 Romanian cyclist Constantin Ciocan was selected to compete at the Tokyo Olympics, where he placed 58th in the individual road race. Back home Ciocan rode in multiple editions of the Tour of Romania, finishing third overall in 1966. After two second-place finishes at the 1967 edition, he finally won a stage of the race one year later. He continued to be a mainstay at the race until the early 1970s, recording multiple top-ten stage finishes. Ciocan had his best result of his career in 1971 when he won the overall general classification at the Tour of Turkey.
