Neville Howell took up rowing after World War II and won the Australian interstate championship in the eights six times between 1952 and 1962, also coming in second in 1951, 1955, and 1959, and third in in 1960. He made his international début at the 1956 Melbourne Olympics, where he won a bronze medal in that event, and later won gold in that event at the 1962 British Empire and Commonwealth Games. That same year, he was fifth in that event at the World Championships. He also competed in the coxed pairs at the 1960 Rome Olympics, where he was eliminated in the round one repêchage.
Howell retired from active competition after 1962 and took on numerous administrative roles in the sport, in addition to competing at masters’ level tournaments. For his contributions to rowing, he was awarded the Order of Australia of 2020.
