Claus Høyer rowed in the Ormsund Roklub’s inriggers coxed four at the 1912 Stockholm Olympics. A first place in the heats and a defeat against Sweden in the semi-final were enough to win bronze in this event. His brother Ambrosius was a member of the Norwegian eights crew at the 1908 Olympic Games.
Høyer was trained as a machinist while still in Norway. 1913-17 he had his first spell in the United States, this time in New York. When he officially emigrated in 1918, he was a clerk and lived in Suffolk County, Massachusetts. He returned to the States in 1927 and then worked as a solicitor in Philadelphia. In 1930, Høyer married his wife Sigfrid (née Husebø). Their son was born in Norway later that year. According to the 1940 census, Høyer then lived in New York without his family and worked as a watchman.
