Hugh Foley began rowing for Loyola University in Los Angeles, but transferred to LaSalle, graduating from there in 1966 with a degree in accounting. Rowing for Vesper BC, Foley won six U.S. championships, either in the eights or fours with. He also won several international regattas in Britain, Europe, and Australia, and at the 1967 Pan-American Games was joined by his 1964 Olympic teammates, Bill Stowe and Bob Zimonyi, to take a gold medal in the fours with. Hugh Foley remained active in rowing when he coached crew at Boston University from 1970-78, and was involved in team selection and training for the 1972 Olympic boats, plus various international races in 1974 and 1976
Foley initially worked as a programmer/accountant but in 1978 he and his family moved to Montana where he worked for Plum Creek Lumber in Human Resources and Production Supervision and they enjoyed hiking, biking, camping, and fishing in and around Glacier National Park. In 1990 they moved to Eugene, Oregon where Foley became a licensed financial advisor with Ameriprise Financial.
