Biography

The son of an architect, Mark Cowlishaw went on to become a hockey umpire and administrator, being heavily involved with the rules of the sport. He officiated in the 1956 Olympic final between India and Pakistan, and served the International Hockey Federation for more than 20 years, as a vice-president and, up to 1970, secretary of the International Hockey Rules Board. Cowlishaw later became its chairman, and it was during his tenure that, in 1973, it was announced that from 1 August that year, substitutes would be allowed in all levels of men’s hockey.
