Delceita Oakley was a track and field athlete who specialised as a sprinter. In the first half of the 1960s Oakley represented her native Panama at international competitions, winning bronze in the 4 x 100 metres relay at the 1962 Central American and Caribbean Games in Kingston. Two years later she ran in the 100 metres, 200 metres, and the 4 x 100 metres relay at the 1964 Tokyo Olympics.
