Louis Guirandou-N’Diaye studied law at the University of Paris, and then studied in the United States on a Fulbright Scholarship. He later became an ambassador, serving in Ethiopia, Uganda, Kenya, Tanzania, and Canada. Guirandou-N’Diaye practiced martial arts, and was a seventh Dan in judo, earning a black belt in aikido and karate. He later became President of the African and Madagascan Judo Union, was Vice-President of the International Judo Union (1969-75).
Guirandou-N’Diaye was co-opted onto the IOC in June 1969 and served until his death in 1999. He served on numerous IOC Commissions, notably the Executive Board, of which he was a member from 1978-84, and was IOC Vice-President from 1980-84, as 1st Vice-President in 1983-84. Guirandou-N’Diaye was investigated by the IOC Ad Hoc Commission in relation to the 1998-99 Olympic Bribery Scandal, and was given a “serious warning” for accepting gifts and airline tickets from the Salt Lake City Bid Committee.
