Pavel Govorsky was the son of an officer from the Minsk region. He joined the 2nd Moscow Cadet Corps and then attended the 2nd Konstantinovsky Military School. In 1904, he became a second lieutenant in the 17th Artillery Brigade, in which he still served at the beginning of World War I. In November 1914, he was transferred to the 1st Cadre Train Battalion as staff captain and commander and was killed in action some months later. He was awarded the Order of St. Stanislav.
Govorsky received various military decorations as a fencer. In 1912, he competed in the Olympic Games in Stockholm, where he was eliminated in the first rounds of all three events with foil and épée without winning any bout in the individual tournaments.
